Rated loads for wheel loaders fitted with buckets are covered by the following standards:
1. ISO 14397-1:2007 Earth-moving machinery - Loaders and backhoe loaders - Part 1: Calculation of rated operating capacity and test method for verifying calculated tipping load
2. EN474-3-2006 Earth-moving machinery – Safety – Part 3: Requirements for loaders.
3. SAE J 818 – 2007 Rated Operating Load for Loaders

SAE J818 Specifies:
Rated Operating Load:
is 50% of the tipping load OR 100% of the hydraulic lift capacity (whichever gives the lessor result).
Max Travel Speed: 6 km/hr.
Operating Surface: Hard, moderately smooth and level
It further specifies
4.3 Operating Surface
4.3.1 Wheel Loaders - Shall be hard, moderately smooth and level.
4.3.2 Crawler Loaders - General operating conditions are such that crawler loaders are not operating on hard, moderately smooth, level surfaces. For this reason, the rating on crawler loaders is set at the lower figure of 35%.
