Totally Stumped

Recently purchased a used A220 and took it to the local Bobcat dealer for what i thought was a steering problem. Steering is jerky through the steering range in either direction. By jerky I mean it is a ratcheting or stuttering type of movement-not smooth at all. Dealer, after 3 days, says this is normal. Steering calibration was checked, gear pump flow checked, hydraulic filter replaced (cut it open and examined the contents-no debris found). Dealer tried an A220 out of their own rental fleet and a new A300 waiting for customer delivery and they all had the jerky steering. Hey A series guys-please help!
