Mustang 2044 bucket not able to lift while moving

Looking at a 1991 Mustang 2044. Issue is bucket will not operate when in motion but as soon as you let off joystick bucket operates fine. Owner thinks its a sensor was hoping to find out if this is a possibility before I purchase. I

Something Isn't making sense if its a 2044 they didn't start building them till 2002 or 2003 yr range
also the drive system is totally separate from the lift the only thing keeping it from operating, is safety solenoid lok outs, meaning your pedals would not move at all, there for would not be able to use the function at all. if you can get a little more info from owner it would be great
