HD 4500 turn over slowly but won't start.

Hello all. I'm helping my father troubleshoot this machine. It simply will not start. The starter turn the motor over but it seems very slow. The starter was just rebuilt and tested, has a new battery, has new battery cables. When the machine does run, with the assistance of starting fluid, it has great power and seems to run fine. Storing the machine in a heated building AND having it plugged in doesn't seem to help. Any help would be appreciated. Thank you.

Have you checked the compression.
The aux hydraulics aren't stuck on is it?

If you have an owners manual it specifically mentions several things to check that would make the machine sluggish to turn over, the aux hydrailics being one of them. Need to make sure all control levers are in neutral. It this is not the problem there is probably an engine or fuel system problem.
