Why would the air cleaner hose will up with gas when trying to start this skid-steer? Carb was adjusted to the point the choke was almost closed in order for it to run decent.

I am sure you meant fill not will any way the first things i would do is a compression test sounds like you might have a bent or stuck valve then verify the valves are all working then do a cylinder leakage I would take carb off and check float and make sure all passages are good check this out http://www.tractorbynet.com/forums/parts-repairs/318322-bobcat-732-engine-problem.html

Compression test showed 110 to 120 psi on all cylinders. Need step is to remove the valve cover and take a look.

I'd be more inclined to check engine vacuum first and check for possible vacuum leaks. Carb may need cleaning and also timing may have changed, kind of common on the ford engine especially.

what is the spec on compression seems a little low to me I would think 150-180 should be compression range but I could be wrong according to the ford 1.6 specs it should be about 175 new for compression this is a manual looks pretty good for under 10.00 http://instantmanual.net/bobcat-730-731-732-skid-steer-loader-service-repair-manual.html?ap_id=bobcatservicemanual

Timing was right at 12 degrees.

Engine does have a ticking noise. Valve cover is easy to remove. I will also set the valve clearance if I don't see anything wrong.
If the cylinder compression is within 10% of each other you should be good to go. I've seen engines run on a lot less than 110 psi. If all cylinders are like you said I doubt it would be a stuck valve. Did you do the compression test while engine is hot? If not you should re-check again on a hot motor. As another poster said you can and should run a cylinder leak down test. That will be the most accurate test to determine valve and ring condition. FWIW, 175 psi on todays gas won't be good for your motor so I wouldn't get concerned about it. Check your oil for gas contamination. If you have that much gas spitting out the carb then your oil should be contaminated. If the distributor is tight the timing shouldn't change unless you have a major mechanical failure such as the timing chain. My advice is to rebuild the carburetor and do a tune up on the engine. It should cure your problems.
