2001 JD 250 blows 15 amp fuse everytime key is turned on

I have a 250 skid steer that blows the 15 amp starter fuse every time the key is turned on. It just went through a tornado which ripped out the headliner and soaked the switches and it wouldnt start right after that unless you wiggled the starter switch but started working normally after a day or so. Well, about a month later this problem starts. The starter switch had burned part of the plug on the back; replaced that and the switch, checked all the wires in the harness (followed them everywhere) and still nothing. A tech told us it could be the fuel shut off solenoid. Any ideas???
