1990 BOBCAT 743 Hydrosat problem

Novice here. My son in law's grandpa has a 1990 743 that died on him. I've got it running again, but now the hydrostat move the machine at a snails pace. it sounds like they are cavitating for fluid. Bucket works great, but cannot seem to get air out or pressure to build to power the drive motors as they should. HELP

There is an in-line filter that may be clogged.
