Yes its totally normal for metal particles to be present in the chain case. There are no filters in there to trap them from when the chains and sprockets wear. This is why the oil must be changed every few thousand hours. As long as the particles are small its normal, but if you have large pieces you have a problem.

I rebuilt a few ford 4 speed top loaders and always epoxy a magnet in the bottom.

Some people offer sump drain plugs with an in-built magnet. It wouldn't be a bad idea to do the same on a skid steers drain plug..... A job for one day i guess.
