Is the engine cranking over, but just not catching?
If it is turning over with the starter, but not firing, you may not be getting fuel. How cold is it? Could the fuel have gelled?

no its not turning over at all...when i dont have the jumper cables attached to my truckand i turn the key i hear nothing at all when i try jump starting, i can hear a click, click also it was very mild the last few days, in the 30's and 40's up till yesterday, i had no problems starting...even 2-3 wks ago when it was down to zero degrees

i dont know about the newer models but you could possibly have a start relay problem. my 743 has a relay, which is activated by the key switch, which in turn sends power to the solenoid mounted atop the starter. might check the connections on the starter and battery also. its going to be something simple when you find it. good luck, mikie

As mikie said, it could be a relay.
Try getting someone to hold the key to start and give the starter a tap with a soft hammer, it could be a problem with the contacts in the starter.
You could also use a volt meter or test light at the starter to see if power is getting to it, if not you know its a relay or wire between the switch and starter. Maybee even the key switch its self.

Is it a 463 or a S250 There is a lot of guessing going on if we dont know what model we are fixing. This unfortunately is quite common on this forum

its actually a thomas 153 skid steer...it has the kubota engine and i just called bobcat they have the starter for $330 (pretty steep especially since it only has 228 hours on it)... last night i had a mechanic look at it...he said its the starter, he tried the tapping trick with me holding the key down but that didnt work, the battery was reading 12.7 what about the key ignition itself, how do you fix that?

You need to take a 12v test light and see how far the power makes it along from from the key to the solinoid.
There should be a big wire on the starter, coming straight from the battery that has batt voltage all the time.
Then a small wire from the key that has 12v only when the key is held in the crank position
If both of these have power, then the solinoid should be making a loud click as it drives the starter gear into the flywheel gear. No click with the power there likely means time for a solinoid. As for the rebuild price with that low of hours I can't see it needing a full rebuilt, but its possible.
There is a business called Borderland Rebuild up in Warroad, Mn that does most starter and alternators for me, usually while I wait 20 to 40 minutes.
Ron does good work and his price has always been fair. (218) 386-1471
I'd ship it there b4 I spent $330.00, regardless of where I lived, if its a delco and he does a full rebuild his price would likely be under $100

Can you post us a pic or two? If the test light test passes we may be able to descrive how to turn the main power studs on the solinoid, if the contacts are arcked off from too many starts. This can be done to most Delco starters with the solinoid right on the starter, and might get you by
