I know it's been said, but the bleed screw must be closed, if that has been done, you have tried everything i would, it's possible something is stuck inside the pump. The problem is, the pump is not servicable by the general handy man, the parts inside are very precise and tuned so they all deliver the same abount of fuel. A diesel injector shop will need to do the work. You can remove the delivery nozzles on the pump, there is a one way valve and spring under here, do not dig much deeper. You will see a round piece with a hole in it when looking down. This is the element, this is the part that is timed, if it pulls out, you have messed your fuel delivery up on that injector. There are 4 bolts holding it down, as you noticed. I believe you need to remove the inlet manifold to get the pump out. Remove the 4 bolts and you need to remove the fuel shut off control or the throttle, i can't remember what one now, sorry. The pump should slide up, you may need to slide the rack across to get it out of the notch in the block. There is a spring at the left hand side that you need to watch when you re-install the pump too, this pushes the rack tot he right. With the pump out, ensure the middle two segments with wheels on them move freely and not stuck upwards. If they are stuck, try and pull them down, if they are stuck tight, it has to go to a shop to get repaired.
