The bucket is sometimes slow on tilting and other times, not tilting at all. Hydraulic fluid is up, and I've adjusted linkages which has helped very little. Has anybody got suggestions as to the problem and how it can be fixed?

This has been a problem for awhile now, but it is getting worse. It sometimes clears up with the arm up and fully extended, while I continually raise and lower the bucket. Has anybody got suggestions on how to fix this problem? Thanks.
