Finally got the machine into the shop and looked at. Pressure tested below specs, and appeared someone attempted to shim it up. Tech said it appeared someone had got it real hot because the seals where all brittle. Turns out it was the tandem pump

There is no change in engine noise, the engine doesn't even bog down, it simply does not push.
