Case 1840 Cold weather bucket TILTS but not LIFTS

I have a Case 1840 Uniloader. In the winter, after starting, I can get the bucket to TILT, but not to LIFT. If I keep actuating the TILT, eventually I will able to LIFT the bucket. I assume there may be water in the LIFT controller. If so, how do I remove the water? Thanks, Joe

I'm not convinced it is water.
Does the pedal move or is it locked out?
How new is the machine? some newer ones have electric solenoids that lock the pedals our or even locks the hydraulics so it is possible it's one of those.

There are no pedals. Lift and Tilt are part of the hand controls and on the same levers that control forward and backward movement. The Tilt hand control moves fine, but the Lift control seems stiff at first. I believe this machine was built in the 1990's.

So it is controlled with cables from the handles? if so, they may want greasing/oiling. Check all the linkages for tight spots all the way to the pump.
It may still have a safety device that locks the hydraulics out. Bobcat machines have a solenoid that stops oil moving to the cylinders.
