freshly rebuilt 873 too much fuel

I just rebuilt my deutz 1011f everything brand new cylinders bored, head shaved and block decked. New crank, rods etc etc. I was a stickler about marking and putting everything back where it came from.For example the injector pumps and shims. The engine is running very rich the soot is building up every where. I did replace the injector tips with new ones but just reinstalled the old ones to see if it was my problem but there was no change . I also checked and rechecked cam/crankshaft timing. Im not sure what else to check or try. i notice there is a small adjustment on the injector pumps they can turn a small amount. I seen no change when trying this as well. Any help or suggestions would be greatly appreciated.

I also forgot to mention there is only about 30 hours on the engine.This is my 2 nd post ever on forums.So if im leaving out needed info please let me know and i will reply ASAP. Thanks again and thanks to the two guys who replied to my previous post.

Is the turbo working?
If it's not, there will be too much fuel for the air charge, it may be causing the issue. As you have done everything else rite.
