The fly weights in the distributor for spark advance can stick or be difficult to move causing this type of situation. A timing light that is adjustable for advance will show what amount of advance you have at what RPM. I don't have the specs for that engine but Im sure someone can chime in. If you have no advance they are stuck. If you have advance but it isn't constant they could be very worn or the springs are bad. Not too many distributors these days and the ability to tune them is slowing fading as well. Just my 2 cents from the crystal ball.

You can use a hand vacuum pump to check to see if the vacuum advance is working. This a stock picture from a service manual so pay no attention to the numbers for the pump. You can get one at most any auto parts store for less than $50.
Click image to see an enlarged view

Remove the vacuum hose from the diaphragm and hook the vacuum pump to it. Pull a vacuum on the diaphragm and see if it holds it. If it holds vacuum next remove the distributor cap and watch the plate the points are mounted on when you pull a vacuum to see if it moves.

Ok here is what I did. I put new coil on and pull the distributor out check the vacuum and it is holding pulled the breaker plate off checked the weights and springs ,clean them up put a little bit of oil on all the piot points every thing seams to be loose and moving. put it back together and started it up,it ran fine at idel but hit the throttle did the same as before, I started messing around with the choke when it is pulled out about half way it runs pretty good.I have rebuilt the carb all ready.I boiled out clean all the passage ways checked the jets that I had to reuse. Now I am wondering if the power jet valve or the vacuum piston assembly is bad,it is a zenth 228 carb.

If you want to have it rebuilt check the old tractor forums, This old tractor is one. Zenith and Marvel are such common carbs that someone must be rebuilding them.

When its running and you open the throttle have you watched the timing mark on the damper pulley with timing light to that it is really advancing? Is there a good flow of gas all the time from the tank to the fuel pump? If you change the fuel pump the spacer between it and the block is important and the length of the lever also. I think I have a pump that is good here from when I changed the one on the 632. New one was expensive and did not solve the trouble. If you want it pay for shipping and it's yours free.

Could it be restricted gas flow or sucking air some where

Is this the one you replaced the govener with a motor cycle throttle?
yes it is antfarmer but went back to the govener and that is now working as well.yes have watch the timing marks and they are moving as well has good gas flow. it is set up with eletric pump,it ran fine when I pulled it out of the old 440 mustang, that is why it is making me pull my hair out.there are times went it runs just fine then you shut it off let it set for 20 min. or so then start it back up and the it wont run for sh----t just dont make any sence

And you did put a new coil in?.......if it has been sitting I would take a look in the fuel tank I had a old 2010 john deere that did that found mouse hair in the filter then a nasty jelled up mouse cleaned all ran like a champ

Did you check the fuel pick up line and screen in the tank?
Ley me make sure I have the problem correct. If you start it cold it runs fine until you shut it down and try to restart it after 20 min. Then it falls on it's face. Is that correct?
If that's correct I'd suspect that the fuel bowl needle/seat is leaking and it's flooding the cylinders/fouling a plug or two. Check to see if the oil smells like gas.

ok it is getting fuel cleaned the tank and lines ,It starts fine and will run pretty good if the choke is pulled out about half way,so I think that is an air fuel mixture trouble I am going to check the intake man. to see if I am sucking air there then work my way up to the carb.I have at one time it ran great idle smooth hit the throttle and it did great. thougth I had it , that is when I shut it down and waited 20 min. and started back up then it started to doing what it is doing now.there my by a small check ball in the well of the accelrating pump stuck.from what I have been told.
