Can you fit a hand primer squeeze bulb to the fuel line? so you can see fuel being pushed out just before the pump?
You have already checked everything else i would have suggested, stop solenoid, make sure the rack is free to move....
Do you know what engine it has?

Hi Thanks for the reply. i have put a 12 v pump in line and there is stacks of deisel being pushed through the 2 bleed screw holes when un done ,ive also had the throttle assemble cover off, made a new gasket and made sure the fuel delivery leaver is working, pump looks very clean inside. as for the stop solenoide i have taken the rubber piston out just till i get the machine pumping again,in case the solenoid has gone west. basikly i turn the machine over and it gives a very slight sign of pumped fuel at the 3 pump outlets . the engine is the 3 cylinder deisel with lucas cav pump i think the machine is a 1985 model. thanks Steve

I don't know where to go from there. You have covered the bases, shut off solenoid, primed pump, extra lift pump pressure.
It only pumps out a small amount each rotation, are you sure its not right?

Yes if you take the 3 pipes off at the pump and dry the fittings with a cloth, then swing the motor over for say 60 seconds you only get a very small amount of deisel on the top of the fittings ,certainly no spurts or deisel running down the side of the fittings. i parked the case up 12 months ago, because a wheel motor bearing collapsed,so ive stripped the wheel motor , machined the shaft up,fitted new bearings on the motor & chaincase ,gone to fire her up,but nothing, the only good news at the moment is that the machine is holding oil (LOL ) thanks Steve

well i stripped the deisel pump ,fitted a new seal kit and the machine cranks up streight away. I will put a simple guide up later to stipping & re sealing the pump,if you folks are resonable handy with the spanners you can do your own pump re seal for around $40 cheers Steve
