John Deere 250 Skid Steer KV0250A252542 thinking electrical problems. Need Help!

I have a John Deere 250 Skid Steer, unsure of year hence pin number in title. Here is my problem, when i sit in the seat, start the machine and hook up the seat belt and disengage parking break all lights go out in the dash as normal. The hydraulic system and parking break are locked up. I can move foot pedals for bucket and boom but nothing happens. When i reengage parking break i cannot move pedals as normal. I checked all fuses and seat belt and seat switches, all apear to be fine. Could the problem be the parking break switch or something else. Should i order a switch or could anyone lend me some additional advice. Do you have a manual for this andis it a series II or just a 250?
Can you see the cylinder movingthat releases the parking brake?

Its just a 250 and i dont the cylinder is moving because the parking break feels like it does not disengage. Henry

Appreciate all the help people but problem has been found. Pulled the hydraulic pump off and the shaft had been sheered where it meets the weld on the outer cover. Dont know the cause yet but looks like we are getting a new pump. This new one will be the third we have put in the machine in almost 5 years or about 700 hours and when we put in this one we changedf the pressure release valve as well. Does anyone know why we are going through pumps??? Much appreciated, Henry

Could the linkage be out of alignment?
How do they couple together? a simple spline coupling? I know the connector for the vickers pump in an early Bobcat machine you have a shaft that screws into another shaft, both have splines cut on the outside. You need to un-screw the shaft about 1/4 of a turn and slip the coupler over both of them to stop the shaft turning. This allows a little flex in the shaft. Does that description make sense? and could it be as simple as that?
If the pumps have a flaw, it could be the problem too.....
