If your charge pressure is only 8psi, there is something wrong. It should be about 100psi.
Have you checked your drive belt tension? just start with the easy things.

I have a T180 (2005) which I believe is the same as your T190 except yours is a vertical lift. First off, there is a charge filter hidden in the machine which is really very easy to change. Lift the cab, and look right in the middle of everything, right under where your feet are when you're driving. Looks impossible to get to, but a simple oil filter wrench fits in there to loosen it, and it slides out to the left side of the machine (right side as you look at the filter from the front). I'd start by replacing that. --- Do you have a deluxe display? I have I think the standard display. When I get an error code, the ! light lights up. Then I have to press the headlight button for three seconds to get the xx-xx error code to display. Do you have that setup or is there a more complete message? I have a shop manual and can look up error codes if that will help you. --- Also, on Tazza's suggestion of the belt tension, there is an indicator arrow on the tensioner pulley which should show you if the belt has the correct tension. My particular tensioner is a combination of a manual setting and a spring. You set the manual setting in the ball park and the spring applies the correct tension from there. Let us know how this turns out for you. :) ---RC

I was talking with a guy today who has a T300 AHC , and he is feed up , the machine is out of warranty and he said he spent a total of $4,300 in three trips to the dealer in the last 2 months , it was in the shop one time for a week and a half , and out 2 months he lost a month being down , it lasted 4 hours before going down again right out the dealer and this makes 4 times , he was saying that between the economy causing less work and prices to come down , new tracks , repairs and lost down time he hasn't made any money in a while and don't see any future for him in equipment , my suggestion to him was to get rid of the machine and try Takeuchi , I really think Bobcat has gone too far with controllers and wiring and ruined what it was that made them the number machine , reliabillity and low maintance
